Public Management Course Requirements

Public management course requirements depend on the level you enter at. For a diploma in public management or public administration (NQF level 6), you need a National Senior Certificate (NSC) with a diploma endorsement, plus the English and Mathematics or Mathematical Literacy levels the institution sets. For a degree, such as Unisa’s Bachelor of Administration, you need a bachelor’s pass, a minimum mark in Mathematics and the university’s Admission Point Score (APS). If you are 23 or older, or already work in the public sector, you may be able to enter through a mature-age or Recognition of Prior Learning (RPL) route.

Public management courses and public administration courses cover the same field under different names. Both prepare you for work in national and provincial departments, municipalities and public entities. The examples below come from the institutions’ own published requirements for the 2027 cycle. Check the current figures before you apply.

If you do not meet the requirements for a degree, Unisa advises applying for a lower NQF level qualification for which you do qualify.

Academic and Minimum Admission Requirements

The national floor. A diploma requires an NSC endorsed for diploma study. Durban University of Technology (DUT) states this as an achievement rating of 3 (40–49%) in English and in three further recognised 20-credit NSC subjects. A degree requires a bachelor’s pass. Each institution then adds its own requirements for each programme.

Institution examples for public administration courses:

Unisa, Diploma in Public Administration and Management (98203): you need an NSC with a diploma endorsement, at least 50% in the language of teaching and learning, and at least 40% in Mathematics or 70% in Mathematical Literacy. Any higher certificate from Unisa’s College of Economic and Management Sciences also qualifies you.
Unisa, Bachelor of Administration (98315): you need an NSC with a degree endorsement, at least 50% in the language of teaching and learning and at least 50% in Mathematics, or a completed higher certificate or diploma from the same college.
DUT, Diploma in Public Administration (Public Management specialisation): offered in Durban and Pietermaritzburg. You need an NSC diploma pass with at least 25 points, excluding Life Orientation, and an achievement rating of 3 in English. You also need a rating of 3 in Mathematics or 4 in Mathematical Literacy. With an NC(V) Level 4, you need 50% in English and either 40% in Mathematics or 50% in Mathematical Literacy.
University of Pretoria, BAdmin specialising in Public Administration and International Relations (2027 intake): English at level 5, Mathematics at level 3 or Mathematical Literacy at level 4, and an APS of 28. UP leaves Life Orientation out of the APS. Confirm the details on UP’s programme page.

If you do not meet the school-leaver requirements:

At Unisa, you can apply through RPL if you are at least 30 years old, have completed at least Grade 10 and have at least five years’ relevant work experience.
At DUT, you can apply for diploma study without a matric certificate if you are at least 23 in your first year of registration. You also need three years’ appropriate work experience, a pass in a Senate-approved admission assessment, or both. Apply at least four months before the academic year starts.

Subjects, APS and Qualification Requirements

The subjects that matter are language and Mathematics or Mathematical Literacy. Accounting, Business Studies and Economics are useful background, because public management programmes include public finance, economics and human resource modules, but the programmes above do not list them as requirements.

Mathematical Literacy is accepted for the diplomas above, but at a higher level than Mathematics. At Unisa that means 70% instead of 40%, and at DUT a rating of 4 instead of 3. UP asks for level 4 instead of level 3.

APS differs by institution. Unisa lists an APS of 17 for its diploma and 21 for its Bachelor of Administration. DUT counts NSC points without Life Orientation, awarding 8 points for 90–100% and 7 points for 80–89%. UP also leaves Life Orientation out. Calculate your score separately for each institution, using its own table.

Choose the qualification level for the career you want. Public Service posts ask for specific qualification levels, and senior roles usually ask for a degree. Before you enrol, check that the qualification is registered with SAQA. For a private provider, also check that the programme is accredited by the Council on Higher Education.

Documents and Application Requirements

You will usually need:

A copy of your South African ID, or your passport and study permit if you are an international applicant
Your Grade 11 results, or your final NSC, Senior Certificate or NC(V) results
Academic records from any earlier study, especially if you are applying for credit or for postgraduate study
A CV and proof of work experience if you are applying through RPL or a mature-age route
Proof that you paid the application fee, where the institution charges one

How to apply:

Unisa: apply online on Unisa’s undergraduate admissions page. The 2027 undergraduate window ran from 17 August to 9 October 2026 and has now closed. The application fee is R160 once you have a student number. Check the same page for the next application period.
DUT: DUT’s programme leaflet does not state a closing date or application route. Ask DUT which route and closing date apply to your intake before you apply.
University of Pretoria: apply online through UP. The closing date for 2027 entry on UP’s BAdmin programme page was 30 June 2026, so that window has closed; check the page for the next cycle.
Funding: apply to NSFAS separately from your admission application if you qualify.

Selection, Intake and Eligibility Considerations

Meeting the minimum does not guarantee a place. UP ranks applicants on their results and admits them according to the space available. Unisa also says that admission depends on space. If you are still at school, offers are usually made on Grade 11 results and confirmed on your final NSC.

Plan for the job requirements, not just admission. Public Service posts are advertised in the Department of Public Service and Administration’s vacancy circulars, published on gov.za. You apply on form Z83 with a CV. If you have a foreign qualification, you need a SAQA evaluation report.

Senior management has an extra requirement. Appointment to the Senior Management Service is subject to completing the National School of Government’s Nyukela SMS pre-entry certificate and submitting proof. Shortlisted candidates also take a practical exercise and an integrity assessment.
