The minimum age for a PrDP depends on the category: 18 for goods (G), 21 for passengers (P) and 25 for dangerous goods (D), according to gov.za. Regulation 117 sets the floors in law at 21 for category P and 25 for category D.
Age is a fixed requirement. You also need a valid driving licence for the vehicle type, a medical and a clean conviction record, covered below.

gov.za lists the ages above, and KwaZulu-Natal Transport gives the same ones. In the regulations, regulation 117 requires an applicant for category P to be 21 or over and for category D to be 25 or over; the 18 for goods comes from gov.za rather than that regulation.
To be eligible you must also hold a valid driving licence for the type of vehicle, be certified medically fit, hold a training-body certificate if you apply for category D, and have no listed convictions in the past five years. The pages checked do not name an upper age limit.
Vehicle, Inspection and Safety Requirements
Age is set by the category, not the vehicle. A PrDP only applies to a vehicle for which you hold a valid driving licence (regulations), so the licence code matters as well. If you are too young for the category you want, you cannot apply until you reach the age. If you are 18 to 20 you may qualify for goods (G) with the right licence; passengers (P) opens at 21.
