Public management course requirements depend on the level you enter at. For a diploma in public management or public administration (NQF level 6), you need a National Senior Certificate (NSC) with a diploma pass, plus the English and Mathematics or Mathematical Literacy levels the institution sets. For a degree, such as a Bachelor of Administration, you need a bachelor’s pass and the university’s Admission Point Score (APS). If you are 23 or older, or already work in the public sector, you may be able to enter through a mature-age or Recognition of Prior Learning (RPL) route.
Public management and public administration courses cover the same field under different names. Both prepare you for work in national and provincial departments, municipalities and public entities. The examples below come from institutions’ own published requirements. Check the current year’s figures before you apply.

- Higher certificate (NQF 5): an NSC with a higher certificate pass. At Unisa, a higher certificate is the suggested route if you do not meet the diploma requirements.
- Diploma in public management or public administration (NQF 6): an NSC with a diploma pass, a minimum level in English, and Mathematics or Mathematical Literacy
- Bachelor’s degree (NQF 7): an NSC with a bachelor’s pass, the required English and Mathematics levels, and the university’s APS
- Postgraduate diploma or honours (NQF 8): a relevant bachelor’s degree, or an advanced diploma in the field
- Alternative entry: National Certificate (Vocational) Level 4, mature-age admission or RPL, depending on the institution
Academic and Minimum Admission Requirements
The national floor. A diploma requires an NSC endorsed for diploma study. Durban University of Technology (DUT) states this as at least an achievement rating of 3 (40–49%) in English and in four recognised 20-credit NSC subjects. A degree requires a bachelor’s pass. Each institution then adds its own requirements for each programme.
Institution examples for public administration courses:
- Unisa, Diploma in Public Administration and Management (98203): NQF level 6, 360 credits. You need an NSC with a diploma endorsement, at least 50% in the language of teaching and learning, and at least 40% in Mathematics or 70% in Mathematical Literacy. Any higher certificate from Unisa’s College of Economic and Management Sciences also qualifies you.
- DUT, Diploma in Public Administration (Public Management specialisation): NQF level 6, three years full-time, offered in Durban and Pietermaritzburg. You need an NSC diploma pass with at least 25 points, excluding Life Orientation, and an achievement rating of 3 in English. You also need a rating of 3 in Mathematics or 4 in Mathematical Literacy. With an NC(V) Level 4, you need 50% in English and either 40% in Mathematics or 50% in Mathematical Literacy.
- University of Pretoria, BAdmin specialising in Public Administration and International Relations (2027 intake): English at level 5, Mathematics at level 3 or Mathematical Literacy at level 4, and an APS of 28. UP leaves Life Orientation out of the APS. This programme was previously named Public Management and International Relations.
If you do not meet the school-leaver requirements:
- At Unisa, you can apply through RPL if you are at least 30 years old, have completed at least Grade 10 and have at least five years’ relevant work experience.
- At DUT, you can apply for diploma study without a matric certificate if you are at least 23 in your first year of registration. You also need three years’ appropriate work experience, a pass in a Senate-approved admission assessment, or both. Apply at least four months before the academic year starts.
Subjects, APS and Qualification Requirements
No specific school subject is compulsory beyond the language and the Mathematics or Mathematical Literacy levels shown above. Accounting, Business Studies and Economics are useful background, because public management programmes include public finance, economics and human resource modules. However, the institutions listed above do not require them.
Mathematical Literacy is accepted at all three institutions above, but at a higher level than Mathematics. At Unisa that means 70% instead of 40%, and at DUT and UP a level 4 instead of a level 3.
APS differs by institution. DUT counts NSC points without Life Orientation, awarding 8 points for 90–100% and 7 points for 80–89%. UP also leaves Life Orientation out. Calculate your score separately for each institution, using its own table.
Choose the qualification level for the career you want. Public Service vacancy circulars often ask for a specific qualification level. For example, a 2026 circular asked for a “National Diploma (NQF 6)” in Public Management or Public Administration for a middle-management post. Senior roles usually ask for a degree. Before you enrol, check that the qualification is registered with SAQA. For a private provider, also check that the programme is accredited by the Council on Higher Education.
Documents and Application Requirements
You will usually need:
- A copy of your South African ID, or your passport and study permit if you are an international applicant
- Your Grade 11 results, or your final NSC, Senior Certificate or NC(V) results
- Academic records from any earlier study, especially if you are applying for credit or for postgraduate study
- A CV and proof of work experience if you are applying through RPL or a mature-age route
- Proof that you paid the application fee, where the institution charges one
How to apply:
- DUT: apply through the Central Applications Office (CAO), not directly to DUT. Durban and Pietermaritzburg have separate CAO programme codes. For 2027 entry, DUT’s programme leaflet gives 30 September 2026 as the closing date.
- Unisa: apply online through Unisa’s own admissions site during its published application period.
- University of Pretoria: apply online through UP. For 2027 entry, the Faculty of Economic and Management Sciences closing date was 30 June.
- Funding: apply to NSFAS separately from your admission application if you qualify.
Selection, Intake and Eligibility Considerations
Meeting the minimum does not guarantee a place. UP ranks applicants on their results and admits them according to the space available. Unisa also says that admission depends on space. If you are still at school, offers are usually made on Grade 11 results and confirmed on your final NSC.
Plan for the job requirements, not just admission. Public Service posts are advertised in the Department of Public Service and Administration’s vacancy circulars. You apply on the current form Z83 with a CV, and incomplete applications are disqualified. If you have a foreign qualification, you need a SAQA evaluation report.
Senior management has an extra requirement. For an appointment to the Senior Management Service, you must complete the National School of Government’s SMS pre-entry certificate, known as Nyukela, and submit proof. In municipalities, finance and supply chain officials must also meet the minimum competency levels in National Treasury’s Municipal Regulations on Minimum Competency Levels (Government Gazette 29967, 2007) under the Municipal Finance Management Act.
