Safety officer course requirements in South Africa depend on which qualification you choose. The entry-level occupational route, the QCTO’s National Occupational Certificate: Occupational Health and Safety Officer (NQF Level 4), does not require matric. A university diploma such as Unisa’s Diploma in Safety Management needs a National Senior Certificate with a diploma pass and set marks in your language of learning and Mathematics or Mathematical Literacy.
Before you choose a safety officer course, check where it leads. A course only counts towards professional registration if it is a full qualification registered on the National Qualifications Framework (NQF) and offered by a provider accredited by the CHE (for academic qualifications) or the QCTO (for occupational ones). Short courses on their own do not meet that test.

Academic and Minimum Admission Requirements
The occupational certificates are built for people already working in, or entering, a workplace. The NQF 4 Occupational Health and Safety Officer certificate was developed with the HWSETA as development quality partner. Apart from the Foundational Learning Competency needed to sit the external integrated summative assessment (EISA), the SAQA record adds two practical conditions: you must meet the health and fitness requirements needed for the work-exposure modules, and in some industries, such as mining, employers may expect prior technical experience or a specific technical certification first.
The safety officer course in Unisa’s range, the Diploma in Safety Management, sits in the College of Economic and Management Sciences. If you hold the older Senior Certificate instead of an NSC, Unisa asks for at least a D on Higher Grade or C on Standard Grade in the language of teaching and learning, and at least an E on Higher Grade or D on Standard Grade in Mathematics. Any higher certificate from the same college also meets the entry requirement.
If you do not meet the matric requirements, Unisa offers two ways in: complete one of the college’s higher certificates first, or apply through recognition of prior learning (RPL). For the diploma, RPL applicants must be at least 30, have completed Grade 10 and have five years’ relevant work experience. For the advanced diploma, RPL applicants must be at least 23 with at least five years’ relevant work experience.
Subjects, APS and Qualification Requirements
Unisa lists an APS of 17 for this diploma, alongside subject percentage minimums. The subjects that matter are your language of teaching and learning and either Mathematics (40%) or Mathematical Literacy (70%). Physical Sciences is not listed as a requirement.
Each qualification builds on the one below it:
- National Occupational Certificate: Occupational Health and Safety Officer (NQF 4), with knowledge, practical skill and workplace modules covering inspections, hazard identification, incident investigation and OHS administration.
- Higher Occupational Certificate: Occupational Health and Safety Practitioner (NQF 5), covering OHS management systems, risk profiling and emergency response.
- Diploma in Safety Management (NQF 6), then the Advanced Diploma (NQF 7) and Unisa’s Postgraduate Diploma in Safety Management.
If you are looking at the older Occupational Certificate: Safety, Health and Quality Practitioner (SAQA ID 99714, NQF 5, 256 credits), note that it has passed its registration end date and has been replaced by the Higher Occupational Certificate. SAQA lists 30 December 2026 as the last date for enrolment and 30 December 2029 as the last date to complete it.
Documents and Application Requirements
For Unisa, apply online through Unisa’s own admissions site during the published application period. Have these ready:
- Your identity document
- Your NSC or Senior Certificate results, or your higher certificate if you are applying on that basis
- For RPL applications: the evidence of your work experience that Unisa asks for on its RPL page
For an occupational certificate, you register with an accredited skills development provider. Before you pay, ask the provider for:
- The qualification’s SAQA ID, which you can check on SAQA’s qualification database
- Proof of the provider’s QCTO accreditation for that exact qualification
- How the provider will arrange the workplace modules, because you cannot complete the qualification without them
To be admitted to the final EISA, you need proof that you completed all the knowledge, practical skill and work experience modules, or a recognition of prior learning outcome.
Selection, Intake and Eligibility Considerations
Meeting the minimum requirements does not guarantee a place: Unisa admits qualifying applicants only where space is available. Application dates change every year, so check the qualification page before each intake.
For occupational certificates, intake dates are set by each provider, but the final assessment is external. You only get the certificate once you pass the EISA through the QCTO’s assessment quality partner. A provider’s own attendance certificate is not the qualification.
Think about what you will register as later.
