Most South Africans need a tourist visa arranged before they fly to Dubai. The exception is a South African ordinary-passport holder who also has a valid residence permit from the US, an EU member state, the UK, Singapore, Japan, South Korea, Australia, New Zealand or Canada: since 25 June 2026 that traveller can get a 14-day or 60-day visa on arrival (UAE Ministry of Foreign Affairs announcement of 25 June 2026).
Entry rules are set for the whole UAE, not by Dubai alone. Dubai’s GDRFA Dubai handles Dubai-emirate visit-visa services, and ICP handles the federal rules. Whichever route applies, your passport must be valid for at least 6 months from the date you enter the UAE.
Eligibility and Entry Requirements at a Glance
Do you need a visa to enter Dubai from South Africa? In general, yes. The scheme announced on 25 June 2026 covers only South African ordinary-passport holders (and accompanying family members) with a qualifying foreign residence permit. The official pages we checked show no general visa-free entry for South Africans without one.
- With a qualifying residence permit (US, EU member state, UK, Singapore, Japan, South Korea, Australia, New Zealand or Canada): visa on arrival for 14 or 60 days.
- Without one: a tourist visa arranged in advance through an airline, hotel, licensed travel agent or online with ICP or GDRFA Dubai.
- Passport: valid for at least 6 months from your date of entry.

Passport and Travel Document Requirements
The UAE requires a passport valid for at least 6 months from the date you enter (check whether you need a visa). For the 60-day visa on arrival, ICP also lists a 6-month passport validity and a 30-day pre-entry validity period (ICP 60-day visa service). Check your expiry date against the entry date before booking, not just before flying.

Visa and Supporting Document Requirements
What you need depends on the route.
- Visa on arrival (60-day category): passport, a personal photo, and a copy of your foreign visa or residence permit. ICP lists the service as completed within 2 days.
- Dubai single-entry tourist visa: one personal photo and a copy of your passport, plus a ticket to continue your journey or leave the UAE and medical insurance valid in the UAE.
- Visiting a resident relative or friend: the sponsor must meet a minimum monthly salary (AED 4,000 for a first-degree relative, AED 8,000 for second- or third-degree relatives, AED 15,000 for a friend), and you need proof of kinship, valid UAE health insurance, a return ticket and a passport valid for 6 months.

Financial, Health and Entry Conditions
Fees (as listed in October 2026): the visa on arrival costs AED 100 in total for 14 days and AED 250 in total for 60 days. The 14-day visa can be extended once inside the UAE; the 60-day visa is a single stay and cannot be extended. A Dubai single-entry tourist visa costs AED 200 for 30 days or AED 300 for 60 days, plus 5% VAT, with about 48 hours’ processing. GDRFA notes that fees may vary.
There is also a 5-year multiple-entry tourist visa open to all nationalities, with stays of up to 90 days per visit, extendable by a further 90 days. It requires a bank balance of USD 4,000 (or equivalent) over the last six months, health insurance valid in the UAE for 180 days and a return or onward ticket (UAE government portal).
Overstaying a visit visa carries a fine of AED 50 per day.

UAE embassies do not issue tourist visas. You arrange one through an airline (the UAE government portal names Etihad, Emirates and flydubai), a hotel, a licensed travel agent, or online through ICP or GDRFA Dubai smart services. Airline visas come with conditions, including that you fly with that airline.
