A pedagogical practitioner is someone whose work is planning and guiding learning — a teacher, lecturer or early childhood development (ECD) practitioner. “Pedagogy” simply means the theory and practice of teaching. It is a descriptive phrase, not a job title or registration category in South African law, so there is no single set of “pedagogical practitioner requirements”.
What you need depends on where you want to teach. The South African Council for Educators (SACE) registers educators in separate categories, each with its own qualification rule. The two routes most people mean are school teaching (a professional teaching qualification such as a BEd or PGCE) and ECD practice (an ECD qualification at NQF level 5 for SACE registration as an ECD practitioner).

Academic and Minimum Admission Requirements
School teaching route. A BEd is the four-year initial teacher education degree, and you specialise in a school phase — Foundation Phase (Grade R to 3), Intermediate Phase, Senior Phase or FET Phase. The alternative is a bachelor’s degree in the subjects you want to teach, followed by a one-year PGCE. To enter a BEd you need a National Senior Certificate with a bachelor’s pass. Under the national minimum admission rules, that means at least 40% in your home language, at least 50% in four other subjects (Life Orientation excluded), at least 30% in the university’s language of learning and teaching, and passes in at least six of your seven subjects.
Early childhood development route. ECD qualifications are offered at several NQF levels by universities, TVET colleges and accredited private providers. The Occupational Certificate: Early Childhood Development Practitioner (SAQA ID 97542) is an NQF level 4 qualification that expects an NQF level 3 qualification, such as the NC(V) Level 3, on entry. To register with SACE as an ECD practitioner, however, you need a Higher Certificate in ECD at NQF level 5 from a higher education institution or the ETDP SETA. Grade R posts in public schools have their own qualification requirements, set by the provincial education department.
Whichever route you take, the provider must be registered and the qualification registered on the NQF. Check both on SAQA’s qualification register before you pay any fees. SAQA lists a registration end date for each qualification, so confirm the programme is still open for new enrolments.
Subjects, APS and Qualification Requirements
Universities calculate an Admission Point Score (APS) from your National Senior Certificate results, and each sets its own minimum for BEd programmes and its own counting rules. Many exclude Life Orientation. There is no national APS for teaching, so use the figure the university publishes for your intake year.
Subject requirements depend on the phase. Foundation and Intermediate Phase programmes usually ask for mathematics or mathematical literacy and a specified language level. FET Phase programmes expect you to have passed the subjects you plan to teach. If your matric subjects do not fit the phase you want, a first degree plus PGCE lets you build the subject content at university first.
For ECD, the qualification level decides what you can register as and where you can work. An NQF level 4 certificate is a starting point. An NQF level 5 Higher Certificate is the level SACE registers ECD practitioners at, and a BEd in Foundation Phase opens school teaching posts from Grade R to Grade 3.
Funding. The Funza Lushaka Bursary Programme, run by the Department of Basic Education, funds initial teacher education in priority areas. In return you must teach in a public school for as many years as you received the bursary. Priority phases, subjects and application dates change each cycle, so check the current call on the Funza Lushaka portal.
Documents and Application Requirements
For a university or college application you normally need:
- A certified copy of your ID (or passport and study permit)
- Your Grade 11 final results, or your National Senior Certificate if you have already finished school
- Certified copies and academic records of any post-school qualifications
- For foreign school or post-school qualifications, a SAQA evaluation certificate
- The application fee, if the institution charges one
To register with SACE, you apply online through the government eServices portal. According to SACE’s registration requirements (revised November 2024), a professionally qualified teacher uploads:
- Your ID (both sides of a smart ID card)
- Your Senior Certificate, National Senior Certificate or NC(V) Level 4
- A police clearance certificate (not a name clearance) no older than six months
- Your BEd or PGCE certificate, with a complete academic record on university letterhead, signed and stamped
- For PGCE holders, your first degree certificate and its academic record as well
- Proof of payment of the registration fee: R200 for South African applicants and R400 for foreign applicants
ECD practitioners submit the same ID, school certificate and police clearance, plus the NQF level 5 ECD Higher Certificate and its academic record. Copies must have been certified within the past six months. Student teachers enrolled in a BEd or PGCE can apply for provisional registration using proof of enrolment and an academic record from after their first year of study.
Selection, Intake and Eligibility Considerations
Most BEd programmes take a single first-year intake, with applications closing in the year before you start. Apply as soon as your institution’s window opens.
- Choose your phase carefully: a qualification for one phase does not qualify you to teach in another without further study
- Before enrolling, check that SACE accepts the programme for registration
- Get your police clearance in good time, because SACE rejects clearances older than six months and verifies each one
- An entry on Part B of the Child Protection Register or on the National Register for Sex Offenders bars you from work that gives you access to children
- Every teaching qualification includes supervised school-based practice; on distance programmes, confirm how placements are arranged
- Foreign-qualified teachers need a SAQA evaluation, a professional teaching qualification at NQF level 7 and a permit that allows them to teach
