A pedagogical practitioner is someone whose work is planning and guiding learning — a teacher, lecturer or early childhood development (ECD) practitioner. “Pedagogy” simply means the theory and practice of teaching. It is a descriptive phrase, not a registration category in the SACE requirements, so there is no single set of “pedagogical practitioner requirements”.
What you need depends on where you want to teach. The South African Council for Educators (SACE) registers educators in separate categories, each with its own qualification rule. The two routes most people mean are school teaching (a professional teaching qualification such as a BEd or PGCE) and ECD practice (a Higher Certificate in ECD at NQF level 5). Academic and Minimum Admission Requirements
School teaching route. A BEd is the initial teacher education degree, and you specialise in a school phase. The national policy says a BEd is at least 480 credits with exit at NQF level 7. The alternative is a bachelor’s degree in the subjects you want to teach, followed by a PGCE, which is an NQF level 7 qualification of at least 120 credits that follows a degree.
To enter a BEd you need a National Senior Certificate that meets the national minimum for a bachelor’s degree: at least 30% in the university’s language of learning and teaching and an achievement rating of 4 (50–59%) or better in four 20-credit NSC subjects, per Government Gazette 42100. Each university then sets its own subject and APS requirements.
Early childhood development route. The Occupational Certificate: Early Childhood Development Practitioner (SAQA ID 97542) is an NQF level 4 qualification that expects the NC(V) at NQF level 3, or another NQF level 3 qualification, on entry. The SAQA register shows its registration end date as 30 December 2025, with the last date for enrolment on 30 December 2026, so new enrolments end after that date. To register with SACE as an ECD practitioner, SACE’s registration requirements list a Higher Certificate in ECD at NQF level 5. SACE’s registration criteria page states that ECD educators with an NQF level 5 certificate with 120 points are registered on a three-year renewable status, and an older SACE page describes the ECD levels and credits differently, so ask SACE which applies to you.
Whichever route you take, check that the provider is registered and the qualification is registered on the NQF before you pay any fees.
Subjects, APS and Qualification Requirements
Universities calculate an Admission Point Score (APS) from your National Senior Certificate results, and each sets its own minimum for BEd programmes. There is no national APS for teaching, so use the figure the university publishes for your intake year. As one example, the Wits BEd in Foundation Phase Teaching is a four-year degree that asks for an APS of 37 or more, English at Level 5, and Mathematics at Level 4, Mathematical Literacy at Level 5 or Technical Mathematics at Level 5. Applicants with 31 to 36 points are wait-listed (2027 intake cycle).
Subject requirements depend on the phase and the university. If your matric subjects do not fit the phase you want, a first degree plus PGCE lets you build the subject content at university first.
Funding. The Funza Lushaka Bursary Programme, run by the Department of Basic Education, funds initial teacher education in priority areas, and you must teach in a public school in return. Priorities and dates change each cycle, so check the current call.
Documents and Application Requirements
For a university application, each institution lists its own documents. You will normally need a certified copy of your ID (or passport and study permit), your latest school results or National Senior Certificate, and academic records of any post-school qualifications. For foreign qualifications, a SAQA evaluation certificate is usually required.
To register with SACE, you apply online through the government eServices portal. According to SACE’s registration requirements (revised November 2024), a professionally qualified teacher needs:
- Your ID
- Your Senior Certificate, National Senior Certificate or NC(V) Level 4
- A police clearance certificate (not a name clearance) no older than six months
- Your professional teaching qualification, for example a BEd or PGCE, with your academic record
- For PGCE holders, your first qualification certificate and academic record as well
- Proof of payment of the registration fee: R200 for South African applicants and R400 for foreign applicants
ECD practitioners submit the same ID, school certificate, police clearance and fee, plus the NQF level 5 ECD Higher Certificate and its academic record. SACE states that copies must be certified and not older than six months. Foreign-qualified educators also need a valid passport and a work, permanent residence, refugee or asylum permit that is valid for six months or more and whose conditions allow teaching.
Selection, Intake and Eligibility Considerations
Apply as soon as your institution’s window opens, because closing dates fall in the year before you start. Check the next cycle’s dates on the university’s website.
- Choose your phase carefully: a qualification for one phase does not qualify you to teach in another without further study
- Before enrolling, ask SACE whether it accepts the programme for registration
- Get your police clearance in good time, because SACE does not accept clearances older than six months
- Every teaching qualification includes supervised school-based practice; on distance programmes, confirm how placements are arranged
- Foreign-qualified teachers should ask SACE about the SAQA evaluation and permit conditions that apply to them
