Two things need separating before anything else. SASSA does not offer loans. It administers social grants. Any product described as a “SASSA loan” is credit from a registered credit provider, advanced to someone whose income happens to be a grant.
And no bank, Capitec included, offers a special grant-holder loan product on easier terms. A grant recipient applying for credit is assessed under exactly the same rules as everyone else — which, given what a grant is for, means very little is available to lend against.

Where a registered provider lends to someone receiving a grant, the criteria are the ordinary ones.
- Be 18 years or older
- Hold a valid South African ID document or smart card
- Have income deposited into a bank account in your own name
- Hold the account in your own name, never someone else’s
- Not be under debt review, sequestration or administration
- Have a contactable cellphone number
Income and Affordability Requirements
Grant income is income, and it is visible on your statements. That does not mean much of it can be lent against.
The Act requires an affordability assessment before credit is granted: the provider must verify gross income, subtract statutory deductions such as PAYE and UIF, subtract the minimum living expenses prescribed in the affordability assessment regulations, and subtract existing monthly debt repayments. Lending without that assessment is reckless lending and is prohibited.
The prescribed minimum living expenses consume most of a grant, because a grant is calibrated to cover basic living costs in the first place. Once those are subtracted, the surplus available to service a loan is very small. Any offer of a substantial loan against grant income is a sign that the assessment is not being done.
Deductions from social grants are legally restricted, and unauthorised deductions have been the subject of repeated regulatory action. If a deduction you did not authorise appears, report it to SASSA on 0800 60 10 11 and to your bank immediately.
Credit and Financial Requirements
A credit bureau check forms part of any lawful application.
The agreement is regulated by the National Credit Act 34 of 2005 and the provider must be registered with the National Credit Regulator (NCR). Verify registration free of charge at ncr.org.za before you sign.
Protect your card and PIN absolutely. Never hand your SASSA card or bank card to anyone — a lender, an agent, a shop assistant, or anyone offering to help with an application or a grant. Never disclose your PIN to anyone, including someone claiming to be from SASSA, the bank or the Post Office. Never sign a blank form, and never let a third party complete an application while holding your card. Anyone with your card and PIN can take the whole grant.
Never pay a fee to receive a loan or to apply for a grant. SASSA grant applications are free. Initiation fees on credit are deducted from the advance, never paid up front. Report demands for upfront payment to the National Credit Regulator, and grant-related fraud to SASSA.
